What is the state of the art of cumulative effects assessment?

In Environmental Impact Assessment (EIA), research periodically examines the state of the art to benchmark current practice. This is important as it provides a basis for understanding current practice and establishing the starting point on which to build in order to improve that practice. One example is a 2012 special issue of Impact Assessment and Project Appraisal (Volume 30, Issue 1) which was dedicated to identifying the state of the art in a number of different areas of impact assessment practice (all the articles in this issue are in the list of starting references below).

Environmental Assessment legislation typically requires consideration of cumulative effects, but the understanding of what constitutes a cumulative impact or effect is unclear, and practice is generally considered poor. So, what is the state of the art of cumulative effects assessment? Your task is to systematically investigate the current understanding of the state of the art, drawing on practice and research globally. The evaluation approach you take is entirely up to you, but Bond and Pope (2012) does have a structure that you could follow if you deem it useful (you do not have to follow this approach – as long as you justify how you will examine the state of the art).
